Delhi's Ex-Water Minister Jain Arrested in STP Tender Fix — Calls It Punjab Poll Hit Job
Delhi's Anti-Corruption Branch moved against one of the Aam Aadmi Party's most prominent faces on Tuesday, arresting former water minister Satyendar Jain along with former Delhi Jal Board CEO Udit Prakash Rai, a contractual DJB consultant named Ankit Srivastava, AN Enterprises proprietor Nagendra Yadav, and two other individuals in a case centered on alleged manipulation of tender conditions for sewage treatment plant projects. All six were subsequently sent to fourteen days of judicial custody by a Delhi court.
The core allegation, as laid out by the ACB, is that tender conditions for STP infrastructure contracts were deliberately shaped to favor particular bidders — a form of corruption that, when it works, is nearly invisible to the public. Money for basic sanitation infrastructure gets siphoned or steered; the sewage treatment plants either get built badly, built late, or priced at multiples of the actual cost. The residents of Delhi, who have lived with a chronically malfunctioning water and sewage system for decades, are the last stop for the consequences.
Jain's arrest is his second major legal ordeal. He was earlier arrested in May 2022 by the Enforcement Directorate in a money laundering case and spent an extended period in Tihar Jail before receiving bail on medical grounds. The defence in the current case has already flagged what it describes as a 27-month delay between when the alleged tender decisions were taken — around 2021 — and the timing of this arrest, arguing the gap itself raises questions about the investigation's independence and motivation.
Jain has not been quiet. Before being taken into custody, he stated plainly that the arrest is political — timed, he alleged, to damage AAP ahead of upcoming elections in Punjab, where the party holds power and is navigating its own internal and governance pressures. AAP's position is that the sequence of events is transparently retaliatory: the party has pointed to the fact that individuals connected to the BJP who may have intersected with the same tendering processes have faced no equivalent scrutiny from the same agency.
Raghav Chadha, the AAP Rajya Sabha MP whose name surfaced in some of the political back-and-forth around the case, denied any connection to the tender irregularities. His camp pushed back firmly, and AAP publicly questioned why the ACB — which operates under the Lieutenant Governor's office and therefore, in practical governance terms, under the central government's sphere of influence — had not summoned or questioned BJP-linked figures who were allegedly proximate to the same decisions.
The institutional context here matters and rarely gets spelled out. The ACB in Delhi functions under the control of the Lieutenant Governor, not the elected Delhi government — a structural arrangement that AAP has contested legally and politically for years, arguing it turns an anti-corruption body into a tool deployable against the elected administration. Whether or not that argument holds in this specific case, it is not paranoia to note that the jurisdictional design creates a permanent conflict of interest when the agency investigates ministers of the elected government.
What the documents and the court record do establish, without dispute, is this: tender decisions for the STP projects in question were made in 2021, while Jain was serving as water minister. Udit Prakash Rai, the IAS officer who ran the DJB as CEO, was in a direct position of administrative authority over those contracts. The allegation is that the tender specifications were engineered — conditions written in ways that would narrow the eligible bidders to a pre-selected outcome. This is a textbook corruption method in public infrastructure procurement worldwide, and when it is proven, it is serious.
What is not yet established — and what a court will have to determine — is whether the evidence meets that bar, whether the delay in action was investigative due diligence or political timing, and whether the same standard will be applied symmetrically across political lines. Jain and the other accused are entitled to the presumption of innocence. The ACB is entitled to bring a case. What the public is entitled to is a transparent answer to a simple question: why now, and why only these six.
